Safety and reliability as core values
Enecogen is a power plant in Europoort-Rotterdam, jointly owned by Dutch energy supplier Eneco and the American company Castleton Commodities (CCI). The plant is already one of the cleanest and most efficient gas-fired power plants in Europe, thanks to low CO₂ and NOx emissions combined with high efficiency. Reliable and responsible energy production is central, with safety and careful handling of hazardous substances being an integral part of operations.
Since 2016, Enecogen has been working with Lexerta to manage hazardous substances in an organized way, assess risks, and comply with laws and regulations.
Insight into and management of hazardous substances
Within Enecogen's industrial environment, various hazardous substances are used. It is important to demonstrably comply with the 4-step plan of the SZW Inspectorate, which focuses on inventory, assessment, control measures, and assurance. In addition, the substances register and the associated assessments had to be kept continuously up to date, even when there were changes in substances, activities, or legislation. Enecogen was looking for an approach that provides clarity and ensures continuity, without burdening daily operations.
Digital registration, training and assurance
The starting point was the previously established inventory of hazardous substances, supplemented by an additional inventory carried out by Enecogen itself. Based on safety data sheets and information from recognized sources such as the ECHA database, the digital register in Chemrade was populated and prepared for the next phase: risk assessment.
Prior to the assessment, Lexerta provided on-site training for the QHSE officer and the prevention officer of Enecogen. During these sessions, they learned how to use Chemrade and together inventoried an initial workplace and activity. Based on this start, the employees were then able to independently carry out the inventory of other workplaces and activities.
Workplaces and activities were linked to the substances, after which an exposure assessment was carried out based on Stoffenmanager, a methodology recognized by the Inspectorate. The results have been processed in workplace instruction cards (WIKs) that employees can consult via the cloud.
To comply with the final step of the 4-step plan, keeping the system up to date, Enecogen made use of the hazardous substances service contract with Lexerta. This includes, among other things: periodic updates of safety data sheets, entry of new substances, substantive support via a helpdesk, guidance with changes in business operations for exposure assessments, continuous updating based on laws and regulations, a toolbox for employees, and an MOC flowchart. In this way, the system remains fully up to date and manageable.
Current, compliant and manageable
Thanks to the collaboration with Lexerta, Enecogen has an up-to-date and clear register of hazardous substances, which aligns with the 4-step plan of the SZW Inspectorate. Assessments remain up-to-date, changes are processed in a timely manner, and employees have clear, applicable instructions.
Through the combination of digital tools, training, and professional guidance, safety and compliance are fully integrated into daily processes. Enecogen maintains control over risks, supports high safety and sustainability ambitions, and can continue to focus on efficient and responsible energy production.
