For those familiar with both organisations, this will probably come as no surprise. Over the past few years, Borger & Burghouts and Lexerta have grown increasingly close. Not because both companies offer the same services, but because they complement one another.
Borger & Burghouts as a consultancy specialising in HSE compliance, offering services such as RI&E support, audits and guidance on compliance-related matters. Lexerta with its focus on making legislation and regulations accessible, managing and enriching legal content, and developing software solutions such as Pharius. Two distinct areas of expertise that increasingly strengthen one another in practice.
The combination of content, software and expertise has formed the foundation of how Lexerta works for many years. While many organisations rely on separate systems and external data sources, Lexerta brings these elements together. This enables quicker decision-making and creates an approach that better aligns with the day-to-day reality organisations face.
Where expertise, content and software strengthen one another
In many projects, the combination proved to be stronger. Consultancy helps provide direction and supports decision-making. This development was not only visible in client projects. Internally, the two organisations had already been working closely together for years. From the same office, with colleagues contributing to both organisations across different areas of expertise, teams increasingly collaborated on projects and client engagements. As a result, the organisations naturally grew closer together in day-to-day practice.

The decision to continue under the Lexerta brand reflects how the collaboration has evolved over recent years. For us, it is a natural next step in the way we were already working. Operating under one brand name makes it easier to connect different services and areas of expertise whenever needed.
We describe this way of working as Compliance as a Service, or CaaS for short. By this, we mean the combination of content, software and expertise, supported by practical guidance and consultancy. It is not only about identifying what needs to be done, but also about helping organisations implement compliance in a manageable and sustainable way. That approach aligns with what Lexerta stands for: making compliance simpler.
What this means in practice
For clients, much will remain the same. Existing points of contact will stay unchanged and ongoing projects will continue as usual.
What mainly changes is how the organisation presents itself externally. Borger & Burghouts will continue under the Lexerta brand name, with its consultancy activities operating as Lexerta Services. Online, everything will now also come together under Lexerta.
The familiar visual identity of Borger & Burghouts will gradually make way for the Lexerta brand. At the same time, the trusted vision of being specialists in HSE compliance will remain clearly reflected in the way we work, now under Lexerta’s broader brand promise.
At the same time, it becomes easier to benefit from the wider expertise and services within Lexerta.
